Legislation on sprinkler systems

No legislation, but requirements and standards sprinkler systems.

There is no legislation that requires a sprinkler system to be installed in certain buildings. Insurance companies and the competent authority do require a sprinkler system to be installed in certain buildings. This is to extinguish the fire as quickly as possible and to prevent as much damage as possible. This also applies to adjacent buildings. No sprinkler system legislation, but Occupational Health and Safety Act

Employee safety is defined in the Occupational Health and Safety Act. This law does not specifically require a sprinkler installation, but it does require a fire extinguishing system. A fire must be extinguished quickly and effectively to prevent casualties and the fire from spreading rapidly. A sprinkler system is considered a very efficient and effective means of extinguishing a fire. However, it is necessary that the system be maintained and remain free from corrosion. No sprinkler system legislation, but requirements

Without legislation, many buildings must be equipped with a sprinkler system as a fire extinguishing system because it is prescribed by insurance companies. Think of health care and hospitals, parking garages, offices, hotels, culture, industry, distribution centers, education, shopping malls, homes and infrastructure. Insurance companies require a sprinkler system partly because sprinklers are very effective in fighting fires. Fire is extinguished in 65% of cases with only one sprinkler head and in 35% of cases a second sprinkler is activated. Without much damage to the building and interior, the fire is quickly extinguished. However, there are standards for maintenance and periodic checks to ensure the operation and quality of the system. Installers and building owners are required to perform maintenance on sprinkler systems according to the new Technical Bulletin 80 (TB80) standard.

Standards for the construction of a sprinkler system

A sprinkler installation in the Netherlands is constructed according to various standards. It is often required that the installation is certified. Inspection is done by recognized institutions. After approval an inspection certificate is issued. There is no legislation for sprinkler installations, but buildings must comply with the Health and Safety Act, requirements set by insurance companies and standards relating to the construction of these installations.

A building owner is responsible for safety. He must also ensure fire safety. He can delegate this to a tenant if necessary. This also applies to the maintenance of sprinkler systems. As of August 2019, new Dutch maintenance standards apply. These new standards were necessary because the old NEN-EN 12845 fell short.
